Coordinators' Meeting of the Implementation of the Follow-up Actions of FOCAC Johannesburg Summit was held in Beijing

The Johannesburg Summit and the 6th Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) were held in Johannesburg from 3 to 5 December 2015. 

Heads of State and Government, Heads of Delegation, the Chairperson of the African Union (AU) Commission and Ministers of Foreign Affairs and Ministers in charge of economic cooperation from China and 50 African countries (hereafter referred to as "the two sides") attended the Summit and Ministerial Conference respectively.


The two sides reviewed with satisfaction the development of relations between China and Africa and applauded the positive contribution FOCAC had made over the past 15 years since its inception in advancing the comprehensive and in-depth development of China-Africa relations, and agreed that FOCAC had become both a key platform for collective dialogue between China and African countries, and an effective mechanism for practical cooperation.

The two sides share the view that, as China works for the Two Centenary Goals and as Africa implements Agenda 2063 and its First 10-Year Implementation Plan, the current development strategies of China and Africa are highly compatible. The two sides shall make full use of their comparative advantages to transform and upgrade mutually beneficial cooperation focusing on better quality and higher efficiency to ensure the common prosperity of our peoples.

The two sides are satisfied with the effective implementation of the Forum on China-Africa Cooperation Beijing Action Plan (2013-2015) adopted at the 5th Ministerial Conference of FOCAC, and decide, in the spirit of the Johannesburg Declaration of the Summit of the Forum on China-Africa Cooperation, to jointly establish and develop comprehensive strategic and cooperative partnership between China and Africa featuring political equality and mutual trust, economic cooperation for win-win results, exchanges and mutual learning between Chinese and African civilizations, mutual assistance in security affairs, as well as solidarity and cooperation in international affairs.

Coordinators' Meeting of the Implementation of the Follow-up Actions of The Johannesburg Summit of the Forum on China-Africa Cooperation (FOCAC) was held in Beijing on July 29 th ,2016.Chinese President Xi Jinping sent a letter of congratulation to the meeting. 

State Councilor Yang Jiechi attended the opening ceremony and read out President Xi Jinping's congratulatory letter. 

Mr. Gao Hucheng, the honorary chairman of China's Follow-up Action committee and Minister of Commerce of People's Republic of China, attended the meeting and gave a speech.

In the speech, Mr. Gao pointed out that the China-Africa "Ten cooperation plans" which was proposed by Chinese President Xi Jinping during the FOCAC Johannesburg Summit described a blueprint for China-Africa cooperation.

Both sides should make joint efforts and implement them seriously, use pragmatic results to benefit the Chinese and African people, and continue to create a better future for China-Africa relations. 

Since the FOCAC Johannesburg Summit concluded half a year ago, China and Africa has cooperated closely and fruitfully in different fields 

such as industrialization, agricultural modernization, infrastructure, finance, dealing with climate change, trade and investment facilitation, reducing poverty and benefiting the people, public health, cultural exchanges as well as peace and security and so on, and both sides continued to implement the United Nations agenda for sustainable development in 2030 and Africa agenda 2063. And it shows that China has kept its promises and suited the action to the word,and continuously develops China-Africa comprehensive strategic and cooperative partnership.

Mr.Gao stressed that both sides should strengthen communication and cooperate closely to implement the "Ten cooperation plans", and jointly build the "upgraded version" of China-Africa cooperation. 

Firstly, both sides should build consensus, and implement it with scientific spirit, choose good projects and arrange the funds scientifically and rationally according to the conditions of the country. 

Secondly, both sides should identify the direction, implement it with a pragmatic attitude, and change "Ten cooperation plans" to some operable projects through bilateral channels.

Thirdly, both sides should make good use of the mechanism, implement it with efficient ways , strengthen the construction of forum mechanism platform, further improve economic and trade cooperation mechanisms between China-Africa governments such as Joint Committee on economic and trade cooperation, and give full play to "Ten cooperation plan" implementation as the main channel. 

Investment and financing cooperation is an important part of China-Africa Economic and trade cooperation. 

During this meeting, China specially arranged a dialogue between Chinese financial institutions and the African partners, and it aims to provide a platform for both sides to communicate, help Africa to understand related financial policies and tools of China and cooperate well with China in the future, and supply necessary support and convenience for Chinese financial institutions to expand their business in Africa.

The head of Chinese financial institutions, including Export-Import Bank of China,China Development Bank, Industrial & Commercial Bank of China, China Export and Credit Insurance Corp,China-Africa Development Fund and China-Africa capacity Cooperation Fund, propagated and introduced their business with Africa, and communicated with the African representatives. 

Mr.Qian Keming, the chairman of China's Follow-up Action committee and Vice Minister of Commerce of People's Republic of China, attended and chaired the meeting. 

A total of over 300 people, including officials of 52 FOCAC African members such as Assistant of the President of Sudan Dr. Awad Ahmed Al-Jaz ,Minister of Foreign Affairs and African Integration of Chad Moussa Faki Mahamat and Minister of International Relations and Cooperation of South Africa Maite Nkoana-Mashabane and so on, representatives from different Chinese units and financial institutions such as Ministry of Commerce,Ministry of Foreign Affairs and so on, attended the meeting.

During the meeting, the Ministry of Commerce signed 20 economic and trade cooperation agreements with African countries.
